If you've been laid off through no fault of your own, you may qualify for the Dislocated Worker Program:

You were laid off from your job due to no fault of your own, because of a permanent plant or business closing, the shut down of a department, shift or section of a company, or were part of a large lay-off of 50 or more employees.
Your employer will not be calling you back to work.
The layoff was from your primary occupation.
You have at least a year experience in your occupation.
